This guide is for officials of MoRTH, NHAI, NHIDCL and the other organisations configured on the portal. Everything you do after signing in, from verification queues to tender publishing, is in the BIMS 2.0 User Manual (Authority edition), available from the User Manual link in the authority menu.
Before you begin. You need a current browser with JavaScript and cookies enabled, your official e-mail address and your mobile number. Both receive 6-digit codes: one to prove the address at registration, and one each time you sign in. Registration creates the account only; the roles you will work with are granted afterwards by your organisation's administrator.

1 Registering as a Government / Authority official

Choose Government / Authority Officials on the same registration page. Enter your personal details, your official e-mail and mobile, and pick your Organisation (MoRTH, NHAI, NHIDCL, and others configured by the administrator), then the department, division and sub-division where offered. Press Send code, enter the 6-digit code from your e-mail and press Verify. The confirmation page shows your Official ID.

A new official account carries no role. Your organisation's administrator grants the roles you need (the Authority User Manual, C1) and they take effect at your next sign-in.

2 Verifying your e-mail and mobile

Address: /Bidders/VerifyOtp (bidders) · /Buyers/VerifyOtp (officials)

One 6-digit code is sent to your e-mail and a different 6-digit code by SMS to your mobile. Enter each code in its box. The page shows Email verified / pending and Mobile verified / pending; when both are verified the page reads Registration verified and your Bidder ID is active. Use Resend if a code does not arrive; check the spam folder first.

3 Signing in, the sign-in code, and passwords

Address: /auth/login

  1. Enter your username and password and press Sign in.
  2. A sign-in code is sent to the account's e-mail and mobile. Enter it on the Enter your sign-in code page. This second step protects the account even if the password leaks.
  3. Bidders land on their dashboard; officials land on the authority dashboard.
